Unless there is a path to ground for both the secondary circuit and the transformer case, of proper size to carry the current until the breaker activates or the fuse blows, the transfomer is considered floating. This is no longer permitted. In addition, for manually manipulated spot welding devices (primarily transguns) there must be a special disconnect with sensors to ensure the ground is in place. It should also be used for robotic spot welding because if changing the electrodes is not automatic then during electrode changing an accident could occure.
The device required is fairly simple. It consists of a large copper wire, a smaller sense lead, a special breaker, and sensing circuitry that will activate if the ground or sense lead is by-passed or cut.
